Na de dood van zijn vader raakt de tiener Kale Brecht (Shia LeBeouf) zo diep in de problemen, dat hij veroordeeld wordt tot huisarrest. Zijn moeder Julie (Carrie-Anne Moss) werkt dag en nacht om rond te komen, maar dat kan Kale weinig schelen. De muren komen op hem af en om de tijd te verdrijven, begint Kale vanuit zijn slaapkamer alle buren in de gaten te houden met een verrekijker. Zo gluurt hij samen met zijn vriend Ronnie graag naar het nieuwe sexy buurmeisje Ashley. Maar hun voyeurisme leidt ook tot een verschrikkelijke ontdekking: Kale vermoedt dat een van zijn buren een seriemoordenaar is. Zit hij op het juiste spoor, of zijn deze verdenkingen slechts het resultaat van claustrofobie, paranoia en overactieve fantasie?
