SINOPSIS 	





Murray Babitch (Michael Rapaport), un oficial de la policía de Nueva York, conduce de vuelta a casa mientras anochece en la ciudad. Cuando está en el puente, su coche recibe un golpe de dos individuos. Lleno de rabia, Murray acelera para atraparlos, y al alcanzarlos, le están apuntando con una pistola. Por instinto, coge su propia arma, dispara, y ve como ambos se estrellan y mueren. En un instante, el puente se llena de policías, entre los que está el tío de Babitch (Harvey Keitel) que, al revisar el coche, descubre que el objeto con que apuntaban era un candado. Mientras tanto el sheriff del pueblo, Freddy Heflin (Sylvester Stallone), es quien ostenta la autoridad, pero los policías de la gran ciudad son quienes mandan y dictan sus reglas. El caso ha invadido los medios de comunicación, por lo que el investigador de asuntos internos (Robert de Niro), tiene que intervenir.
