Il film si apre con una sequenza a Zurigo in cui un agente segreto statunitense viene ucciso da una coppia di agenti rivali (uno dei quali non viene mai visto in faccia) che gli sottraggono un microfilm.

L'azione si sposta negli Stati Uniti, dove conosciamo Jonathan Hemlock (Clint Eastwood), professore universitario di storia dell'arte, ex alpinista, ed ex assassino su commissione al soldo di un servizio segreto, il C2. Hemlock riceve nel suo ufficio una visita da un ex collega, Pope (Gregory Walcott), che lo informa che il loro ex capo comune, "Drago", lo rivuole per una operazione.
