This is a custom jailbroken iPhone firmware 3.1.2 for your iPhone 3GS which has been cooked on a Mac using PwnageTool 3.1.4. It's provided for Windows users for jailbreaking since PwnageTool is not available for Windows yet. This is the non activated version for phones WITH an AT&T contract. It will NOT update your Baseband. (Keeps it at 4-26-08) It's confirmed to work with jailbroken 3GS iPhones that have not been updated past firmware 3.0.1. It worked fine for me. I now have 3.1.2 with baseband 4-26-08 for unlocking later if I desire.
