Walter Garber, hohes Tier in der Verwaltung der New Yorker Verkehrsbetriebe, ist wegen Bestechungsverdachts zum Fahrdienstleiter zurückgestuft. Auf diesem Posten erwartet ihn ein Tag, an dem er sich beweisen muss, an dem er sich rehabilitieren kann. Denn ein Gangster namens Ryder hat mit Komplizen eine U-Bahn entführt und droht mit der Ermordung seiner Geiseln, falls seine Lösegeldforderung von zehn Millionen Dollar nicht innerhalb einer Stunde erfüllt wird. Als Ryder zeigt, wie ernst es ihm ist, muss Garber reagieren und ein großes Opfer bringen.
