Seit 1946 das Parlament in der neu gegründeten italienischen Demokratie entstand, wurde der Staatsmann Giulio Andreotti (Toni Servillo) insgesamt sieben Mal wiedergewählt. Man sagt dem umstrittenen Politiker enge Verbindungen zur Mafia nach. Im Laufe der Zeit ist er an 33 Regierungen beteiligt und wird 21 Mal Minister, 1992 ernennt man ihn zum Senator auf Lebenszeit. Kurz darauf muss er sich für angebliche Begünstigungen der Cosa Nostra verantworten.
