1924, ein grausamer Kriminalfall in Hannover erregt weltweites Aufsehen. Der Kaufmann Fritz Haarmann gesteht, 24 junge Männer getötet und zerstückelt zu haben. Im August 1924 begannen die sechswöchigen Untersuchungen. Die Gespräche wurden protokolliert und dienten diesem Film als Grundlage.
Der Zuschauer schwankt im Verlauf der Gespräche zwischen Mörder und Gutachter, zwischen Abscheu und Faszination. Der Film ist als ungemein dichtes Kammerspiel inszeniert, das nicht auf Emotionalisierung angelegt ist, sondern als nüchterne Fallstudie. Der glänzende Hauptdarsteller vermittelt in der Rolle des Haarmann das eigentlich Unfaßliche.
