Banlieue 13, vier jaar later. De regering is veranderd, maar de rest niet. De muur die zorgt voor isolatie, hoger en groter dan ooit, is verspreid over de ghetto's en bendes hebben hun invloed uitgebreid. De zaken zijn nu verdeeld over vijf verschillende etnische buurten, allen met een eigen krachtige leider. Meer dan ooit vastbesloten om de problemen 'op te lossen', gooit de geheime dienst olie op het vuur. Damien en Leito vormen opnieuw een team met als doel de stad van chaos te redden.
