Nach seiner Degradierung zum Verkehrspolizisten sorgt Inspektor Clouseau (Steve Martin) in den Straßen von Paris mit gewohntem Eifer für Ruhe und Ordnung. Erst als Meisterdieb Tornado beginnt, auf der ganzen Welt wertvolle Kunstgegenstände zu stehlen, wird Clouseau sehr zum Leidwesen von Chefinspektor Dreyfus (John Cleese) in den normalen Dienst zurückberufen. Als Mitglied eines fünfköpfigen Teams bestehend aus dem Briten Pepperidge (Alfred Molina), dem Italiener Vicenzo (Andy Garcia), der Inderin Sonia (Aishwarya Rai Bachchan) und dem Japaner Kenji (Yuki Matsuzaki) versucht der tollpatschige Inspektor, Tornado aufzuhalten. Doch die Gruppe kann nicht verhindern, dass auch noch Frankreichs Wahrzeichen, ein Diamant namens Der rosarote Panther, gestohlen wird. Clouseau gibt als Franzose natürlich alles, um den wertvollen Edelstein zurückzubekommen. Unterstützt wird er dabei von seinem treuen Partner Ponton (Jean Reno) und seiner heimlichen Liebe Nicole (Emily Mortimer). Zu dumm, dass auch der eitle Vicenzo ein Auge auf Nicole geworfen hat...
