Italië, de jaren tachtig. Het land gaat gebukt onder de tirannie van de Siciliaanse maffia. Nadat onderzoeksrechter Gaetano Costa bij een aanslag om het leven komt, lijkt de strijd tegen de georganiseerde misdaad verloren. Een man weigert echter op te geven: Giovanni Falcone. Deze rechter uit Palermo zet zijn onderzoek voort, met gevaar voor eigen leven. Het jarenlange onderzoek, waarbij Falcone geholpen wordt door een informant, leidt uiteindelijk tot een monsterproces waarbij meer dan driehonderd maffialeden worden veroordeeld, waaronder de baas der bazen. Maar de Cosa Nostra geeft zich niet snel gewonnen...
