À la suite de l'assassinat de leur père adoptif par le dénommé Guize, Terry et Handy Boguard vont partir s'entraîner aux arts martiaux.
À leur retour, Maître Toug, le Maître de leur père, leur annonce qu'il apprendra la technique la plus puissante de son art, le Sempouken au meilleur d'entre eux.
Terry et Handy décident donc de participer au tournoi du Roi du Combat (ndlr : King of Fighters) avec leur ami Joe Higashi.
Pendant le tournoi, Guize qui n'est autre que l'organisateur du tournoi tente de les supprimer.
Après cet événement, Maître Toug enseigne le Sempouken à Terry car Handy est trop impulsif.
Survient alors le combat final !...
