Dieser Film folgt der Geschichte des ehemaligen Staatsanwalts von New Orleans, Jim Garrison (Kevin Costner), der Jahre nach dem Attentat nach dem Auffinden einer Spur in dem alten Fall wieder zu ermitteln beginnt.
In Gesprächen mit vielen Zeugen und Verdächtigen tragen er und seine Mitarbeiter Material zusammen, das immer bedrohlicher für die Regierung wird. Stück für Stück setzen sie ein Puzzle zusammen, das auf eine Verschwörung und ein Mordkomplott hinweist und auf den Vietnamkrieg, mit Oswald als Opferlamm.
Schließlich glaubt Garrison genug Material zu haben und erhebt Anklage...
